Why don't some Icon Packages work with IconX?

Does anyone know why some icon packages don't work with IconX? For example, Rokey's "The Last Order" doesn't show up when I load IconX. Instead, the icon is that white square with the blue top that would resemble an .exe file in the standard Windows icons.
Any ideas?

Same thing with a pack I saved myself including my own custom icons. However it happened when I had deactivated WB (set to classical windows skin for using my own windows themes in addition to ux theme patch). Another thing that happened - my bulbs theme from Holiday lights 5.4 from Tiger Technologies disappears as long as IconX was active (tried several default IconX themes, maybe its adjustable some way, have not looked into IconX very deeply). Currently using Win XP Pro SP2 on a motherboard with nvidia chips controlling an AT 16000 graphics card, 2 Gig RAM, not the best config I guess. Still messing with it a bit. WindowFX was resident when it happened. All Stardock programs are registered versions, and updated with SD central to be the most recent. Some are betas or the likes, the OD ones. WB using 5.1, not the 4.6
